David Harper is a Healthcare Financial Consultant with more than 35 years of experience delivering improved financial operations through greater fiscal discipline and responsibility to the healthcare industry. 

Harper has served as Executive Vice President and CFO of Covenant Healthcare System, Inc., in Milwaukee, WI, a 1,300-bed system consisting of five acute hospitals, three skilled nursing facilities, 31 physician clinics, and eight outpatient centers, among other services.  By instilling a new culture of financial discipline through financial accountability, industry-benchmarking and new policy implementations, Harper helped develop and implement policies to ensure fiscal responsibility, providing direction and guidance to the CEO and other system executives.  Harper was also responsible for the overall financial direction, strategy and operations at Greater Hudson Valley Health System, Inc., Horton Medical Center (Orange Regional), and Caritas Christi Healthcare System.

Additionally, Harper served as Interim Chief Financial Officer for Jupiter Medical Center in Florida where he acted as a financial advisor to Jupiter Medical Center’s CEO, President’s Executive Team and Board of Directors.  Harper was responsible for financial operations including managed care, patient financial services, health information services, patient access and general accounting.  During his tenure with Jupiter Medical Center, Harper improved the hospital’s bottom line, operating and capital budgeting; achieved better managed care reimbursement; and implemented new policies on charity care, uninsured patient services, and the recruitment of permanent finance staff.  Prior to his achievements in the healthcare sector, David spent 14 years as a manager at Main Hurdman (KPMG) and Clifton Gunderson public accounting firms.

Harper earned his degree in accounting from Illinois State University and is a Certified Public Accountant.
